We are going to have diminishing returns on silences for 3.0.8. Not sure if that made it into the patch notes or not. Interrupts (school lock out) are not included.
Also note that there was a bug preventing talents that reduce silence effects from working correctly with Strangulate. They should do so in 3.0.8.
